The main objective of this collection of articles is to explain in as simple a way as possible the intricacies of the legal provisions and procedures of the Government, especially the Parliament.  Recent landmark events from the Indian legislative and constitutional scenario have been selected for this purpose.  Using the case study method, an attempt has been made to explain the processes and procedures that are easily understandable to the readers.

About the Author :


Dr. Vivek K. Agnihotri is a retired IAS officer of the 1968 batch of the erstwhile Andhra Pradesh cadre. He did Ph.D. in Public Policy Analysis and Design from IIT Delhi. He was a Visiting Fellow at Queen Elizabeth House, University of Oxford. He superannuated as Secretary to Government of India, Ministry of Parliamentary Affairs (2003-05). After retirement, he was a Member of CAT (2006-07), and Secretary-General of the Rajya Sabha (2007-12) in the Parliament of India. He has been conferred the Paul H. Appleby Award 2018 by the Indian Institute of Public Administration, New Delhi. He is currently Director-General, Golden Peacock Award Secretariat, Institute of Directors, New Delhi, and a member of the Court of the University of Pondicherry. He has written and edited several books including, An Argosy of English Prose; Indian History and Culture; Skills for Effective Administrators; Faculty Manual of LBSNAA; Public Policy Analysis and Design; Socio-Economic Profile of Rural India (South India); Effective and Responsive Administration; Quality Management in Government: Theory and Practice; Handbook on the Working of the Ministry of Parliamentary Affairs; Praxis of Indian Parliament: Notes on Procedures of the Council of States and its Secretariat (in two volumes); Total Quality Management for Boardroom; and Daring Bureaucracy: Revelations and Ruminations.
